I have one observation of mine today I have sent the traffic of 2 lakh in the kumo and I have set the max_ready to 3000 and connection 30. there we 40k lakh mails in the schedule queue, as per observation kumomta was first completing the ready queue and then picking the mails from scheduled queue as per the bath of 3k, but ideally when the ready is decreasing it should pick from scheduled queue immediate.

Timing of the queue drain is dependant on factors attached to the messages themselves. If there was suspension or throttling attached to a particular site it will drain at a different rate.
